Energy Efficiency in New Construction: What Buyers in Northeast Texas Should Know

When you buy a new construction home, you are not just getting a fresh coat of paint and new appliances. You are getting a home built to the most recent energy codes, with modern insulation standards, high-performance windows, and efficient heating and cooling systems. In Northeast Texas, where summers run long and winter mornings can surprise you, those energy features matter to your monthly budget.
Many buyers focus on square footage, floor plan, and countertop materials during the selection process. Those are important. But the energy efficiency built into your home will affect your comfort and your utility bills every single month you live there. Understanding what you are getting, and what you can upgrade, is one of the smartest moves you can make as a new construction buyer.

Energy codes are stricter than they used to be
Texas adopted the 2021 International Energy Conservation Code (IECC) with state-specific amendments. Every new construction home permitted under this code must meet minimum requirements for insulation, air sealing, window performance, ductwork efficiency, and HVAC equipment sizing. These standards are significantly tighter than the codes that governed homes built even ten years ago.
What does that mean for you? A new construction home in Paris, TX built in 2026 is substantially more energy efficient than a resale home built in 2010 or 2015. The difference is not marginal. It shows up in lower monthly utility bills, more consistent indoor temperatures, and fewer drafts. In a region where summer cooling bills can spike past $300 per month in older homes, that efficiency translates directly into savings.
The four most important energy features in a new home
Insulation. The biggest driver of energy performance in any home is the quality and completeness of its insulation. Current code requires R-38 to R-49 in attics (depending on the framing method) and R-13 to R-15 in exterior walls. But code minimum is not always the best value. Upgrading to blown-in or spray foam insulation in the attic can reduce cooling load by 15 to 25 percent compared to standard fiberglass batts, especially in homes with complex rooflines or HVAC equipment located in unconditioned attic space.
Ask your builder what insulation package is standard and what upgrade options are available. If you plan to stay in the home for more than a few years, the upgrade often pays for itself within three to five summers.
Windows. Double-pane, low-E coated windows are standard in new construction under current code. Low-E coatings reflect infrared heat while allowing visible light to pass through, keeping your home cooler in summer and warmer in winter without darkening your rooms. The specific solar heat gain coefficient (SHGC) rating matters. For Northeast Texas, a lower SHGC rating (around 0.25 to 0.30) is more effective at blocking solar heat during our long cooling season.
If your builder offers a window upgrade, compare the U-factor and SHGC ratings against the standard option. A modest upgrade in window performance can reduce HVAC load noticeably without changing the look of your home.
HVAC equipment. The heating and cooling system is the largest energy consumer in any Texas home. New construction homes are required to meet minimum SEER2 (Seasonal Energy Efficiency Ratio) ratings, currently 15 SEER2 for most systems. But builders often install the minimum-rated equipment to keep base pricing competitive. Upgrading to a higher SEER2 rating, such as 17 or 18, can reduce your cooling energy use by 10 to 15 percent compared to the minimum.
Beyond the equipment rating, ductwork quality matters. Ducts that are poorly sealed or routed through unconditioned attic space lose significant efficiency. Ask whether the builder uses mastic-sealed duct connections and whether the duct system is tested for leakage. A duct leakage test at rough-in stage is a best practice that is not always standard.
Air sealing and building envelope. A home can have excellent insulation and high-performance windows but still perform poorly if air leaks are not controlled. Current code requires air leakage testing (a blower door test) on new homes, with a maximum leakage rate of 5 air changes per hour at 50 pascals of pressure. That is a measurable standard that did not exist for older homes.
The best builders go beyond this minimum by sealing all penetrations, rim joists, and top plates with caulk or spray foam. A tight building envelope keeps conditioned air inside and unconditioned air outside, which is the single most effective way to reduce energy use in any climate.
What this means for buyers at Forestbrook Estates
At Forestbrook Estates in Paris, TX, the homes being built by D.R. Horton are constructed to current energy code. That means they already meet higher standards than most existing homes in Lamar County. But the base package is not the same as the optimized package. Buyers who understand the upgrade options around insulation, windows, and HVAC equipment can make informed decisions that improve long-term comfort and reduce operating costs.
Our recommendation is simple: before you commit to the builder's standard package, ask for the specific insulation R-values, window U-factor and SHGC ratings, and HVAC SEER2 rating included in your home. If those numbers are at or near code minimum, the upgrade conversation is worth having. The cost of those upgrades is typically financed into your mortgage, which means the monthly payment increase is small compared to the monthly utility savings.
Energy efficiency and resale value
Energy-efficient homes sell for more and sell faster. Studies consistently show that buyers are willing to pay a premium for homes with documented energy performance, especially in markets where utility costs are high and climate conditions are extreme. Northeast Texas qualifies on both counts.
When you eventually sell your home, having a documented HERS rating (Home Energy Rating System) or ENERGY STAR certification gives buyers confidence that the home is efficient and well-built. These certifications are not common among resale homes, which makes your new construction home stand out in the market. And if you have upgraded beyond the standard package, you can point to specific features that reduce the next owner's utility costs.

The difference shows up in your monthly utility bill, in your comfort during July and August, and in the home's resale value when you decide to move.
